Per Biden’s EO, the Department of Commerce will be responsible for creating guidelines related to AI safety and security in addition to developing regulations on AI-related cybersecurity, AI-generated content authentication, and relevant watermarking of such content. 

The EO underscores the importance of ethical AI usage in military and intelligence operations. It mandates the development of a National Security Memorandum to ensure any AI usage is not only safe and effective but also ethical, aligning with the stated purposes. Similarly, other frameworks must also be developed related to integrating AI into national security infrastructure wherever appropriate. 

The EO empowers federal agencies to take relevant measures on their own initiative by adopting best practices to prevent AI-generated outcomes and decisions that may result in discrimination. 

Synthetic or AI-generated content must be appropriately identified and labeled as such. Furthermore, developers of such technologies must also develop protocols that can prevent the abuse and misuse of such capabilities by producing harmful or deceitful content that may cause real-life harm.
