The United Arab Emirates (UAE) Charter for the Development & Use of Artificial Intelligence (AI) is meant to serve as a framework that safeguards the rights of the UAE community during the growth and application of AI technology.

This charter is part of the UAE's grander National AI Strategy 2031, which is intended to elevate the UAE as a global hub and leader for AI development by ensuring its sustainable integration into various sectors.

The twelve general principles highlighted in this charter emphasize the importance of transparency, inclusiveness, and ethics in AI development. Thus, all technologies developed under its banner will be innovative, fair, secure, and accountable.

General Principles of the Charter

The 12 general principles of this charter are as follows:

1. Strengthening Human-Machine Ties

The UAE seeks to foster a collaborative relationship between AI and humans by ensuring that any developments within AI prioritize human well-being.

2. Safety

Safety must be at the forefront of AI developments. All AI systems must comply with the highest national and international standards, with room for improvement if risks are identified.

3. Algorithmic Bias

Algorithmic bias is one of the major challenges in developing AI algorithms. Thus, the UAE's vision for responsible AI development hinges on creating technologies that are inclusive, accessible, and supportive of diversity. Doing so will ensure AI provides benefits indiscriminately.

4. Data Privacy

As per UAE's stance on privacy rights, appropriate safeguards must be in place within AI development to ensure the privacy of all community members remains intact without curtailing innovation in AI.

5. Transparency

The decision-making processes of AI systems should be fully transparent and easily understandable, fostering trust and establishing a clear chain of accountability in using these technologies.

6. Human Oversight

Human judgment and oversight must be maintained over AI to ensure that ethical values and social standards are upheld while also providing a means for errors and biases to be mitigated.

7. Governance & Accountability

The UAE has adopted a proactive approach to handling and managing AI, highlighting the significance of oversight and responsibility to ensure that these technologies are used responsibly and transparently.

8. Technological Excellence

Developments within AI can facilitate the UAE's ambitions to become a global leader in these fields by driving innovation, expanding competitiveness, and improving the overall quality of life of community members.

9. Human Commitment

All efforts related to AI development should serve the public good. They must focus on enhancing individual well-being, protecting fundamental rights, and placing human values at the forefront of technological innovation to guarantee a beneficial and enduring impact on society.

10. Peaceful Coexistence with AI

A future of peaceful coexistence with AI is critical to enable progress without compromising their safety and essential rights.

11. Promoting AI Governance For An Inclusive Future

Appropriate access to AI technology must be ensured to create an inclusive future where society as a whole may benefit from these leaps in AI advancement.

12. Commitment To Treaties & Applicable Laws

In developing and using AI technologies, all international treaties and other applicable laws, both local and international, must be abided by.
